If they are allowed to drink, drive, smoke then my answer is NO. They shouldn't be allowed to consume any kind of caffeine products, smoking a cigar or hookah, alcoholic beverages. This is applicable to all sort of teenagers from any part of the world.

Teenagers should be given freedom to be socialize with people, enjoy new learning, adventures, enjoy every festival, gain new experience and explore the world.

They should be given unrestricted freedom to choose right option for them whether its about food, clothes, further amenities, friends. They should be allowed to share their opinions in an apt way for whatever they feel about people or anything else.
